The consensus

Ask any European climate policy shop how the EU closes its 2030 gap and you will hear the same answer: the LULUCF (land use, land-use change and forestry) sink delivers roughly 300 MtCO2 of removals, and engineered CDR fills a small residual. This 300 MtCO2 line sits inside the EU’s climate architecture, national accounts, and the sizing of every removal instrument being drafted right now, including the emerging permanent-removals pathway into the EU ETS (Negative Emissions Platform). Land does the heavy lifting. Engineered removal is the garnish.

Steel-manning it

The case is not stupid. Europe is heavily forested by global standards. LULUCF has been a net sink for decades. A policy anchored on trees, soils, and wetlands is cheaper per tonne than DAC, uses land the EU already governs tightly, and slots neatly into member-state inventories that have counted this sink for years. If you are drafting a 2030 target on a deadline, using the historical sink as your baseline is defensible. It is also politically survivable in a way that telling capitals to procure megatonnes of engineered CDR is not.

The break

Here is the sharpest piece of contrary evidence. Glen Peters, one of the most-cited carbon-budget analysts in Europe, put it in one line: “For context, the European LULUCF sink is collapsing, and most experts seem to think it will struggle to reach its 300MtCO2 removal target.” That is not an activist framing. That is a working carbon-cycle researcher describing a trend, not a risk. Peters (["@glenpeters.bsky.social on Bluesky"](https://bsky.app/profile/glenpeters.bsky.social/post/3mtgcfmrrok2o)) goes further on the modelling assumptions themselves: “How do models get such high LULUCF removals? Who believes this?”

When your anchor number is treated as achievable in the policy stack and as failing in the empirical literature, the number is not conservative. It is fiction.

What the consensus glosses over

Three facts the 300 MtCO2 story does not survive contact with.

First, the physical mechanism. As GO GREEN (@ecowarriorss.bsky.social on Bluesky) put it plainly: “Extra CO2 traps more heat causing trees to struggle and a lack of key nutrients. Hotter conditions also trigger pests disease dry out vegetation explodes into huge wildfires.” The removal engine and the ecosystem being degraded are the same forest.

Second, Europe’s largest emitter is already planning around engineered capture, not trees. Germany is scoping national CO2 pipeline topologies for hard-to-abate residuals (arXiv, Seibold, Lütz, Brown). Germany’s long-term negative emissions strategy (LNe) and natural climate action package (ANK 2.0) are explicit bets that engineered and geological CDR must scale (DVNE). That is a place-based admission that the LULUCF line in the EU accounts is a placeholder, not a plan.

Third, residuals are bigger and stickier than the sink narrative allows. European municipal net-zero plans leave 61.4 MtCO2e of residual emissions concentrated in buildings and transport (Nature Climate Change) - residuals implicitly assumed to be absorbed by the same declining sink.

Where the consensus is partially right

Land still matters. A functioning European sink of 150-200 MtCO2, even under stress, is not nothing, and forest restoration remains a real lever. My critique is of the specific 300 MtCO2 number and the policy instruments calibrated to it, not of nature-based work as a category. What changes if this read is correct

If the sink lands at 150 MtCO2 instead of 300, the shortfall is on the order of another 150 MtCO2 per year by 2030. That gap has to be closed by durable engineered removals, biochar, ERW (enhanced rock weathering), and mCDR - or the arithmetic does not close. Any ETS permanent-removals quota sized against the 300 MtCO2 assumption is undersized by design.

The question worth watching: when does the next official EU advisory update revise the LULUCF line down, and does the engineered CDR procurement volume move with it - or lag by years?
