The consensus is easy to state because the IPCC, the IEA, and most major climate outlets keep restating it: carbon capture and storage is “critical” to hitting 1.5C, and removals sit inside that same tent. Detlef van Vuuren, the most-cited integrated assessment modeller working today, told Carbon Brief there is “no other option” than using negative emissions to reach the 1.5C Paris Agreement target. That view is repeated verbatim by trade bodies, project developers, and permitting lawyers who market DAC, biochar, enhanced rock weathering, and point-source CCS under one convenient banner: “carbon capture.”

Steel-manned, the consensus is defensible. The 1.5C carbon budget is functionally spent. Any pathway that lands there requires negative emissions at gigatonne scale by mid-century, and the modelling groups that say so are not shills. Sharing a rhetorical tent with fossil-sector CCS has, until recently, given CDR developers access to policy language, tax credits, and pipeline infrastructure they could not have built alone. If you are trying to move first-of-a-kind projects through permitting, borrowing the IPCC’s “critical” label is rational.

The break came this week, and it came from inside the same outlet running the van Vuuren interview. Josh Gabbatiss’s Q&A on whether the world needs CCS assembles named experts, Andrew Reid, Jennifer Roberts, Stuart Haszeldine, and lays out the delivery record. Simon Evans put the headline number on Bluesky: CCS, “described by IPCC as ‘critical’, it has repeatedly fallen short. Today, it captures just 0.2% of global CO2 from fossil fuels”. That is the empirical floor. A technology delivering two-thousandths of the job cannot keep the “critical” label without qualification.

Gabbatiss then said the quiet part in his own thread: “much of the CO2 that is being captured is then being used for ’enhanced oil recovery.’ That is, it’s being used to extract more fossil fuels”. The flagship “critical technology” is majority-deployed to pump more oil.

Three more facts the consensus glosses over. First, the branding contagion is live. Carbon Herald’s coverage of Entropy’s Alberta gas co-gen plant with CCS runs in the same news stream as DAC and biochar announcements, exactly the conflation Reid and Roberts warn dilutes public trust in durable removals. Second, the political blowback is already landing on projects that share no infrastructure with enhanced oil recovery: a coalition of 75-plus community groups is treating CCS and CDR as one lobby when opposing CO2 pipeline safety loopholes. Third, van Vuuren’s own quote is precise. He said negative emissions, not point-source CCS on a working gas plant. The distinction is in the modelling. It is not in the press releases.

The honest caveat: the consensus is partially right. Some CCS applications, cement, steel, waste-to-energy paired with biogenic feedstocks, do sit adjacent to CDR in the residual-emissions column. And I am not arguing removals developers should abandon shared standards work on measurement, reporting, and verification. The overlap on subsurface storage science is real.

The implication, if this read is correct, is that CDR founders should stop borrowing credibility from a category whose reputation is deteriorating. When a policymaker uses “carbon capture” as a synonym for durable removals, correct them in the room. Cite the 0.2% number. Cite the enhanced oil recovery share. The next test is whether the major CDR trade bodies write EOR-linked CCS out of their definitions, and whether the EU’s forthcoming permanence rules draw the same line at the regulatory level. If they do, the removals side gets its own tent. If they don’t, expect the pipeline coalition letter to be the first of many.
